Abstract
An already-arid environment, a decades-long drought, and increasing demands for water have led to shortages that affect local drinking water supplies, regional economic potential, and the health of the entire ecological system of the Colorado River Basin. To address these challenges, the Jicarilla Apache Nation, with support from The Nature Conservancy, pioneered a first-of-its-kind sovereign-to-sovereign water sharing agreement with the State of New Mexico delivering jurisdictional, economic, and environmental benefits for all partners.
